That allowed me to create the account . . .
And I got all excited and idea "Why does MS hide the stuff that works and promote stuff that doesn't work?"
Nevertheless...
When I logged into the new account, I got these letters on an otherwise completely bare screen:
Windows couldn't connect to the Group Policy Client service.
Delight consult your system administrator.
[OK]
When I clicked on the OK button, I saw a screen the same as where I typed in my password, except without the field to type the password into.
Instead in that location were the dots that hunt each other.
The chase went on for several minutes then the lock screen was shown.
When I slid the lock screen up, the logon screen was revealed.
I typed in my password again with the same upshot every bit earlier except that the chasing dots were accompanied past the message "Signing out".
Once again the chase went on for several minutes after which the lock screen was shown once once more.
I am assuming that any further attempt to log into the new account would produce the same results.
So I logged onto the local admin account successfully, and was greeted by the message "Windows couldn't connect to the Group Policy Client service" which popped up for a couple of seconds in the notifications expanse.
What is the Group Policy Client service and why is Windows trying to contact any such service?

I should probably indicate out that these accounts are both Local.
However, I did activate my MS Office 365 License on this laptop using my MS account while logged on as the admin account.

Howdy,
Were you able to resolve this issue? I am having the same problem in which I upgraded ii different Windows vii Home versions. On one of the pc'southward, I used the system restore disk to cleanly install Windows 7. I and then proceeded to run the Windows 10 upgrade. Both computers give me the same mistake as you described.

I have to test it farther later on, however I was able to become beyond the error message.
Get to Control Panel
Then 'Internet Options'...
Select 'Advanced' tab...
Have the scrollbar to lesser...
Marker these options:
"Utilise SSL two.0"
"Use SSL iii.0"
"Use TSL 1.0"
"Utilise TSL ane.1"
"Utilize TSL ane.2"
Click 'Ok' button...
Try again, the "Something went wrong" error should exist gone...

Were yous able to resolve this issue? I am having the same problem in which I upgraded ii different Windows 7 Dwelling house versions. On i of the pc's, I used the system restore deejay to cleanly install Windows vii. I then proceeded to run the Windows 10 upgrade. Both computers requite me the same error equally yous described.

As a test, I went through the procedure on some other computer that I have been using for several months, which has also been updated to Windows 10 from Windows 8.one, and the result was perfection.
At the end of this, I logged out of the Microsoft admin account that I was using and logged into the new local non-MS, non-admin account without a hitch.

I upgraded to the most-contempo Windows 10 Professional preview version on my laptop. Equally a result, I experienced Dell Security Tools trouble and I had to whorl back.
As a outcome, when I lock my screen, if I try to reenter, it tells me I'm already logged in and only one instance of the account tin be active. I have to power bike to go back in.
Meanwhile, I tried your mail to a higher place and was able to add an account, merely my situation is otherwise unchanged. I can't switch users. When I boot fresh, the other account isn't shown as an choice. Locking still tells me I'm already logged in, and also from that interface, the other account isn't shown as an option.

Sir: You did not answer the question. The question is to gear up up a "local" user that "does not" have ( will non have) an email business relationship.
